Dodgins said he hoped the storm damage would enable unemployed builders to return to work. "The building economy has been so bad this could help locals get back to work," he said.
Dodgins said residents needed to be aware of storm chasers coming in from other states trying to take advantage of people.
"People need to hire local workers so that money will feed back into our local economy," he said. "There's a lot of good builders out of business because of the economy."
The board of directors for the Home Builders Association of Rabun County met Tuesday morning to come up with a strategy to combat unscrupulous contractors trying to take advantage of homeowners in need.
Samantha Thacker, executive officer with the association, said the board decided to develop a series of press releases to address consumer needs as the community works through reconstruction.
In the meantime, she said residents should consider several factors before hiring someone for repairs and remodeling work, including checking the contractor's reputation and previous experience. Residents also should check with the Better Business Bureau to see if a contractor has had any complaints filed against him.
Now that Rabun County is declared a disaster area, Thacker said contractors and other cleanup services would have to obtain a special permit from the county.
"The state residential or general contractor license is required when the job is more than $2,500; however, consumers are encouraged to seek out licensees even when the repair job is less than $2,500," Thacker said in a press release.
Residents should request copies of a contractor's insurance certificates, make sure all bids are based on identical project specifications and be wary of a contractor who asks for a full payment before beginning the job or who goes door-to-door selling his service.
1) Check companies license with the Ga Secretary of State Professional Licensing Board.
2) Check to see if they have workers comp and general liability insurance. Get a certificate and call the insurer to verify. (Some will give you counterfit certificates)
3) Get a list of insurance agents and homeowners they have worked with and for. If they cant provide insurance referrals then they don't understand the claim business. (They should have 10 or more agents and adjusters you can call)
4) Do not pay them up front or give them ANY monies before they start work. If they cant afford to start work without pre-payment then you DON'T need them.
5) If you feel they charged too much for removing a tree then don't continue to use them.
6) If you home has water damage then you Really need to be careful due to improper drying techniques. They can cause further damage and mold.Your contractor should be certified in water remediation.
